The rise and decline need artificially created cutoff points.
The simple fact is that mass killings have happened all through history. Just last night my grandmother reminded me of a story from my great grandmother’s time about several children being killed in a one room school near Petosky Michigan around 1909 or so.
The numbers should at least be normalized for population.
How “mass killings” are defined is also relevant.
