I'd say two things:
- First, constitutionally, (see Article 3, Section 2) disputes of this nature are intended to be resolved in the US Supreme Court.
- Second, we don't know what quid-pro-quos might be at work here -- for example, does the Federal Government allow states and municipalities to issue tax-free bonds, in exchange for no real estate taxes on Federal properties?
