I think it was neither. I think it was a citizen who was carrying concealed and popped this kid. The police will have that person under wraps and are not ready to reveal this little fact to the media.
That was my thought too. Or the media already knows this tidbit but are allowing the lie to run around the world while truth is still getting dressed. Cant have CCW in a positive light.
