Because it's no fun to go after a auto mechanic who tosses on the scout uniform a couple nights a week, and a troop nestegg of a half million doesn't make anywhere near as attractive of a target as ten million.
The way to save scouting is to fire the professional arm, and return it to a volunteer organization. Return what few assets exist to troops, and yes, some troops will die, and some camps will die, but the movement will survive.
