What possible difference could it make to anybody what I do on the internet—as long as it’s legal, of course, and I’m not making any threats.....

"Legal" and "threats" vary by country. For example, if you post your beer marinated bacon recipe along with a comment that maybe Russia should have another choice than Putin and his sock puppet, you've probably broken the laws in quite a few countries and made one "threat". Should there be sanctions against you (or JimRob) for posting that, or should it solely be the responsibility of the viewer?

But I bet the bigger reason for this push is not to limit access to information, but to put the squeeze on companies like Google to pay a toll on each country's internet connection.
