Retired Flag/GO(O-7 and above) IMMEDIATLY gets a 30% Tax on Retirment Pay.
Retired CAPT/COL(0-6) IMMEDIATLY gets a 20% Tax on Retirment Pay.
Retired E-9s(MCPO/SGTMaj)IMMEDIATLY gets a 15% Tax on Retirment Pay.
Everyone else 5% Tax on Retirment Pay.

Disability at all levels is becoming a way of life for retired LEO and retired firefighters too. TAX IT ALL. It’s currently totally exempt as I write.
Why not just cut the federal salaries, including the Congress and President, using the graduated levels you speak instead of re-writing the tax code?
Explain to each government worker that their cut in salaries are part of Obozo’s shared sacrifice - they are expected to work longer hours on less pay, happy to have a fed’l job working on all the great programs (especially their own) that the citizens and non-citizens must have in order to exist on this planet. I am sure they will understand and happily agree that they are willing to go to the wall for Obozo and make personal sacrifices for “the general welfare” of the country.
Once this is done, then the entitlement crowd can get “invited” involuntarily to the same program - Obozo’s Shared Sacrifice People 1st Program. Except in this case, the explanation is that in order for them to continue to receive such great government services, even if it is just receiving a government check for doing nothing, they have to give back in order for their program to survive. A raffle will be held once a month for 100 free Obozofone (monthly taxes not included), and 1 lucky winner each month will get a call from Obozo himself.
Uh.....I already suffer from a 36% tax on my retirement pay. Don't make it any worse.
