The new policy allows students with valid concealed carry licenses to keep weapons in their cars, in plain sight.

"Allows", there was nothing about requires.

In other words, they won't get in trouble if a weapon is seen in the car. Those without a license aren't given that leeway and must keep them hidden at all times. That is how I read it.

I would not, however, advise anyone to keep a weapon in plain sight. Just asking for a break in.
