Yes. He is a man without a country and a man without laws. His reign only makes sense if you see him as an agent of the Saudis.
He probably thinks of himself as a community activist making his own decisions on how best to destroy capitalism (or most of it anyway). He probably is not directly controlled by the various enemies of America who helped bring him to power (i.e. not an "agent" of a particular foreign power). In the end it may not make much difference.
