He has never submitted one yet, so why would we expect a legal requirement to matter to him? He thinks that, to paraphrase Judge Dredd, he IS the law.

That's not actually true. He has submitted budgets - the last one got voted down by 99 to 0 in the senate.

Well, then it would seem, even if he submits one, he probably wouldn’t care if it had a snowball’s chance in hell of passing. He could scribble something on a coctail napkin, wipe his nose with it, and toss it to Harry Reid to satisfy the legalities. What’s it matter to him? He’ll never take any blame for anything as long as the media has his back.
