The offices of the secretary and all of the under secretaries are on that floor as are the diplomatic reception rooms. That said, it’s a large building and the fire could have been on one of the other corridors far away from there.
Frankly, I’m not surprised. That building is aging and not doing it very well.
The boss told them to get rid of the evidence.
Following recent protocol policies, dispatcher instructed maintenance workers to stand down. First responders not authorized to enter the bldg due to lack of information. Could only respond with forces already in the area.
Rogue maintenance workers were very fortunate they weren’t killed for disobedience to stand down directives given three times.

A foreign government (read ChiComs, NK, Iran, Russia or Egypt) with copies of that paper trail and electronic files of the maydays and videos—especially the ‘one that people cannot find’ of Stevens and what really heinous chit was done to him/his body—would be a perfect thing to blackmail 0ba/Jarrett with. You could do ANYTHING.
