In fact they scored well against Swedes and Ottomans before. Port Arthur was a surprise attack, much like a Pearl Harbor(thus it is a little excuse considering Russian overall poor performance during Russo-Japanese War).
Some of those victories over the Ottomans were won by none other than John Paul Jones, then a Russian Admiral.
