The Iron Dome system has been intercepting some rockets. The rockets are just fired into Israel -- hoping to hit something.

So between the randomness of the rockets and the Iron Dome system, the effectiveness of the rockets in killing is reduced.

However, it does have a terror effect on the people of Israel.
