Yep, it's been a while but it happened to me in 1992. Fortunately I was able to regain a position later, but I beg to differ with your RIF definition, the one I got caught in was called exactly that and I was handed an envelope with a cover letter that stated "we regret to inform you"............6 weeks later I was gone. The fact that seniority, rather than competence, is the main criterion for employee retention during RIF speaks volumes about government workers.
