#1 - CIA FBI and other intel agencies don't prepare “talking points.” They provide assessments. Politicians make up “talking points.”

#2 The CIA does not broadcast their assessments. They know exactly who received each copy.

#3 It is the CIA’s business to know who, where and why their assessment was changed and to clearly make it known it ceased to become their assessment at that point.
