You are maiking a few assumptions:
1. that perps can read and write.
2. that they attend school
3. that they have parents
4. that they would understand or care if forced to read about Holocaust- as they obviously do not care about the rights of others

Good points and there is a #5 and that would be the judge.

We have local JP’s in our part of Texas, all of whom are very Conservative Republicans. Their various dockets are filled to the brim with cases involving teenagers and, lately, a lot of pre-teens. They pride themselves on handing down and enforcing some very creative consequences. Seriously doubt if they have the same caliber of judges in Connecticut.
