Nothing is easier than assuring picture IDs for everyone. You can't cash a check without a picture ID, in our town your social worker won't even talk to you without a picture ID.
The notion that a picture ID is hard is flatly untrue. There is one party with a vested interest in vote fraud and everyone knows it.
The key idea is to show the vote the days and weeks up to the election, and even that day. That should get laggards off their ass and into the voting booth. People with IDs should get the privilege of easier and quicker voting. Or associating you ID with your vote if your afraid of your vote being compromised.
