It would be a “de-facto expulsion”.
We’d secede, then re-form with the exact, original Constitution+10. Ladies, if you really want #19, speak up, will make it #11.
The end result would be the new United Free and Sovereign States of America, and the non-seceding USA would be referred to as the USSA.

Kick the blue states out of the union. You'll need the support of the Legions to do that, and a number of powerful foreign allies for economic recognition. The former would be easier to get than the latter. Otherwise it is a great plan.
