Maybe this FBI guy was having an affair with the Florida woman. I think she is married, too. No FBI guy is going to send shirtless pictures to someone already complaining about emails unless he was having an affair with her.
If I had it right, the story is she knew the FBI agent, so maybe the shirtless photos is part of their normal “friendship”.
