Right, because rapes only take place in bars.
Perhaps the better solution is weed through waste and use the funds to actually fight crime.
Well, I confess I only read the part of the article that was posted in the forum.
On the other hand, I don’t think it’s the smartest idea in the world to drink with or pick up strangers in bars, or to go into bars alone, without a friend or two to watch your back.
It’s a free world. But I think it’s probably better to avoid drinking with strangers in bars, or agreeing to leave with them, than it is to have a date-rape kit so you can send the rapist to jail after you get raped. Rather limited satisfaction in that.
In other words, avoid the situations where you get date-raped, and things will go better.

It isn’t that simple. I am sure the police department is adequately funded. The money is probably being diverted from the lab budget to other things. I don’t blame this victim one bit for being outraged that “her” rape DNA test results were considered “not necessary”.
Secondly, I know a homicide/rape detective. There are no one time rapists. All rapists are serial rapists. So the rapists that preys on a woman in a bar today will be the rapist that preys on a woman in a park, public library, mall parking lot, community college or hospital parking lot tomorrow. By entering the DNA from a rape into a nationwide computer system, you raise the possibility of actually catching the bad guy.
The problem is not the bar. The problem is the rapist—who may be anywhere you are.
Add this provision to existing law: if the rape kit is not processed within 10 business days, the victim is paid, say $1000 from the lazy government employee’s salary for the purpose of buying a personal firearm for protection.
Government employees aren’t doing their jobs because they lack incentive to do so.
