I agree with your analysis and I think many of the fraudulent actions you outlined were likely to have occurred.

I think most of this operation was paid for with taxpayer money and union dues extracted forcibly from workers. The cost of the execution of the strategy was born by the people who are already overtaxed.

And since the government controls the IRS there will never be an audit of the union pay offs.
