This is not correct. St. Lucie had TWO CARDS for each ballot.

One person with two “pages” of a ballot.

Actual turnout was 70%.

It is a way to obscure voter fraud when it happens. It really is a double percentage count of a single vote. A "multi-vote" form vote should count as 1 - not 2 or 3 or whatever. Who cares if another page or the backside of the form was used. The Dems seem to do.

An analogy would be what the Social Security Administration did after Obama was found to be using a Connecticut Social security number. They mixed up the prefixes making it harder to determine which state the SSNs was issued from.
