What I don’t understand is why doesn’t the goverment have warehouses loaded with stuff they could airlift at a moment’s notice.

Because that is not a legitimate role of government.

Of course it isn’t. But we’re spending a ton of money and have nothing to show for it (again, not unusual for the feds)
