They HAVE figured it out... do it the Chicago way, cheat covertly, openly, whatever way you want as long as the Dems win. The local courts and all the press will always side with you.
No consequences if you get caught, either.
Give the vote to children (18-28 year olds) in college!
Give the vote to out of state voters!
Give multiple votes!

But whatever you do, MAKE SURE that the active duty military votes are lost or arrive too late to count.
