Why couldn’t he have simply said, “until such time as we have the votes to repeal it, it is the law. I will continue to hope that one day we do have the votes but until such time, I am bound to obey the laws passed by congress, as disreputable as they may be.”Yes, that would've been okay, too. Probably better.
