Can the Senate pass a bill from a previous House?
In looking at the previous procedural trickery, such as the seemingly unconstitutional manner in which ObamaCare was passed, I’d say that the Senate can do pretty much whatever the majority (keeping in mind that Reid is going to try to end the filibuster) wants.
