A voting ban on anyone who receives government monies in any way or form?

I’ve been thinking along those lines for awhile too.

Florida, for example, has 29 districts, thus, 29 electoral votes. My district, and most of the state, voted for Romney..... about 5, maybe 6 districts, went to BO. Say, 20 to 9.... and every state, run by Republicans could establish a program like this one.

This is a much fairer system.

What do you think?
