I am confused. Did the law that passed include the allocation method or was it still winner take all?

Is this the law that the judge said should be delayed until the next election?

Pennsylvania is still winner-take-all because the district allocation bill never made it out of committee thanks to Gleason. The voter ID bill was a booby prize to placate those of us who still believe in honest elections.
