The Congress may determine the time of choosing the electors, and the day on which they shall give their votes; which day shall be the same throughout the United States.
3 USC §1:
The electors of President and Vice President shall be appointed, in each State, on the Tuesday next after the first Monday in November, in every fourth year succeeding every election of a President and Vice President.
Extending the election? Sorry. That is utter bull$h!t!!!

Not sure why email voting (!!!???) would need to be extended anyway. In NY they changed the rules so you can vote in another precinct (so if you were evacuated, etc.), but that you won't be able to vote for your legislature person. I could almost see extending the vote in that case for just the local elections.
