It’s not uncommon for the military to rent out facilities for various purposes. Happens quite a bit here, usually for charity fundraisers.

Almost everywhere NG armorys are rented out for events when not in use for drills or camps to finance the armory's maintenance. Some pay for themselves.

This is nothing new.
NY State has rented out its armories for many many years.
And those rentals have been given priority over military use for as long as I can remember.
I can recall a number of occasions in my Guard days when we were booted out of “our” armories for some antique or dog show, or whatever.
This shows where the NY State Government’s priorities are.
