20X lower is an oxymoron IMO.
I guess it's not PC to say 1/20 or 5% of the amount.
I’m with you...what in the world is “20x lower”??? You could say “one-twentieth” or, as you suggest, 5%.
Or maybe it’s this way. Today, 4,000 people show up. 20x 4,000 = 80,000. Does that mean 4,000 minus 80,000 showed up today? Maybe 76,000 really wanted to be there, but had toenails to clip and hair to wash.
Any way you put it, though, it is great news.

Apparently that is the intended message but I hate it when people use expressions like 20X lower. In reality ONE TIME LESS than anything equals zero, twenty times less does not equal one twentieth, it would in fact result in a negative number. What is even worse is when people use percentages this way, they end up with utter absurdities such as two thousand percent less. If I had used such terms in the fourth grade I would never have made it to the fifth grade.
