The Saturday before the storm hit, I saw 100's of utility trucks heading east in Ohio, likely at the request of various eastern utilities.
I doubt that the gov't had anything to do with it beyond accurate data based weather forecasting.

There was something strange here in my part of New Jersey. The utility trucks began gathering in public parking lots and large shopping centers long before Sandy was even in the weather reports. I remember noticing them in the high school stadium parking lot in the next town as early as the prior weekend (October 20-21). I'm wondering if a lot of this wasn't part of a precautionary measure after the freak snowstorm we had right around Halloween in 2011.

The Saturday before the storm hit, I saw 100's of utility trucks heading east in OhioThat's why there are ten utility truck from MISSOURI working a half-mile from my house (in OHIO) to replace multiple utility lines and poles that got knocked down by trees in the storm.
I live in western suburb of Cleveland. We got smashed along the lake. Winds barreling across the open waters of Lake Erie knocked down a lot of trees near me.
The last electrical is predicted to be restored by midnight Monday. Some people here in N. Ohio have had no power since Monday night.
