This seems like a pretty drastic defining down of SHTF.
Losing your house, your car, and being forced into homeless shelters has happened all over America in the last few years.
Doesn't matter if it's NBC warfare that cause it, or the great depression of 1930 or the depression of 2008. Homeless is homeless. Hungry is hungry.
It's conservative to protect one's family against that. It's liberal to snipe at those that are trying to do something about it.

There is no formal definition of SHTF. It's a term for any situation where normalcy has broken down for some period of time (whether hours, weeks, or longer) and the environment is life-threatening to those who are unprepared.
For Reginald Denny, being caught in the middle of the Rodney King riots without a gun was SHTF.
For the people left without power for a week after Sandy hit, being without food and water supplies and not having a Plan B to heat their homes is SHTF.
SHTF is whatever strains the limits of your resources and puts your survival at risk.
