The article is focusing on Harris County, so yes.

“According to the U.S. Census Bureau, the county has a total area of 1,778 square miles (4,605.0 km2), of which 1,729 square miles (4,478.1 km2) is land and 49 square miles (126.9 km2) (2.75%) is water. Both its total area and land area are larger than the state of Rhode Island.”
