In locker rooms, women tend to go into the private cubicles to change, or they change quickly and unobtrusively. They sure as heck do NOT sprawl out.
This person is a classic exhibitionist and he’s using the PC idiocy as a cover for an activity that by all rights should get his butt arrested.
To be honest, there’s times and places for some things, and honestly, some people have less courtesy for times and places than I do for my own wife, which I find honestly rediculous, and sick.
