if union reps were dictating the terms of employment in Virginia that probably violates Virginia's Right To Work Law ~ so that part right there is questionable ~ none of these union guys want to go to jail in Virginia.
More likely the idea started in the home company's headquarters and some idiot called a union rep somewhere else ~ e.g. New Jersey.
