Not so here in Japan after a natural disaster 100x that of Hurricane Sandy, just 19 months ago here: 19,000 killed, 500+ of them children, 230,000 vehicles destroyed, 45,000 building destroyed and $300Billion in damages. Hardly a loaf a bread touched, nor a box of cup ramen noodles.

You don't have a welfare class there who have a bone deep sense of entitlement - that is they feel entitled to other peoples' goods and money as supported by our government. These looters were just cutting out the middle man.

Heck, in Japan the victims were probably out checking on their neighbors and starting the clean up as soon as it was marginally safe.
