Exactly. There was another article posted here a couple of weeks ago. Somebody in (I think it was) London tested this, using fake names and addresses that did not match the billing address on the card. He made two $5 attempts on Obama’s donation web site, and they went through easily. He tried the same on Romney’s web site, and since they are set up to verify names and addresses against what is on record for the cardholder and the CCV is required, both attempts were rejected.
