You’re off on a rant - so I’ll be succinct: the only way to be “offended” by the article and assume that the soldiers were lumped in with the rest of the government bureaucratic waste is to have gone off in search of being offended.
No common sense reading of the piece would ever lead an intelligent reader to such a conclusion. It was a commentary, not a technical manual.

The 8 CIA civilians that died at Khost were they bureaucratic waste? (Whether a woman with no ops experience should have been in command of base that far in enemy territory is a different question!)
If you want to hate a class of people who really have no say in the matter then go ahead! The career politician has you where he wants you.
I believe most of us understood it and thought the article was self explanatory.
