Now I was only a LT for 5 years active duty in NavSpecWar, but it was imprinted deeply upon my brain that ONLY the POTUS can give cross-border permission.

This military process is logical and easy to understand (yes, a POTUS with 7th grade math ability should be able to comprehend this process thoroughly in minimum time). It annoys me to no end that FOX keeps repeating that the CIA, the DOD and State Department did not deny military action. Why the heck don't they just state, “...cross-border permission can only be given by the POTUS. It is unclear if Obama gave that permission.”?

Beats me why they are so clueless about such basic facts, but that's why I keep SCREAMING it from every rooftop I can find!!

How many times a day do we violate Pakistani air space every day? When my daughter flew into Afghanistan from Kuwait, they flew over Pakistan territory. Back in the day, I was in the Military Attaché Office in Saudi Arabia. We processed many requests from US and allied aircraft to transit Saudi airspace. I don’t remember us having to get a presidential chop on every request
