Sergei A Rachkov: the head of the USA and Canada Department of the Belarus Ministry of Foreign Affairs. Participant in the 15th (2007) High Level Committee on South-South Cooperation (subcommittee of the UN Development Programme focusing on "overall intergovernmental and UN system-wide reviews of progress and efforts in technical cooperation among developing countries.") Also vice-chair the UN Third Committee (Social, Humanitarian and Cultural) in 2006. Other than a few cables mentioned the return of Belarusian children to their home country before their US visas expire (Chernobyl related respites) the only thing I've been able to find involve promoting Belarus's growing tech sector (trying to lure Western companies to invest) and his glowing reviews of their education system and literacy rates. Note: Belarus's Democracy Index is the lowest in Europe, two spots above China and three below Rwanda.
