Ludivine Estienne (of the NC delegation): Volunteer for Pusat Kajian dan Perlindungan Anak (a Sumatran childrens' rights group: part of the ECPAT network) in '08 after attending Paul Cézanne University. So if folks are trying to smuggle children in to vote, she should be qualified to recognize it. Beyond that, blank slate. 370ish FB friends, mostly UN-related folks, only 5 favorites; all entertainment-related (odd for someone who joined in 2007.)

Sergei A Rachkov: the head of the USA and Canada Department of the Belarus Ministry of Foreign Affairs. Participant in the 15th (2007) High Level Committee on South-South Cooperation (subcommittee of the UN Development Programme focusing on "overall intergovernmental and UN system-wide reviews of progress and efforts in technical cooperation among developing countries.") Also vice-chair the UN Third Committee (Social, Humanitarian and Cultural) in 2006. Other than a few cables mentioned the return of Belarusian children to their home country before their US visas expire (Chernobyl related respites) the only thing I've been able to find involve promoting Belarus's growing tech sector (trying to lure Western companies to invest) and his glowing reviews of their education system and literacy rates. Note: Belarus's Democracy Index is the lowest in Europe, two spots above China and three below Rwanda.
