It’s easy to understand why this law was passed.

They don’t want anyone getting in the way of the drunks and faggots in the old quarter of New Orleans.

I went to New Orleans once. Once was enough for me.

And a “festival” that celebrates every conceivable form of perversion as “expression,” but makes a crime of expressing righteousness, which is explicitly protected under the First Amendment.
