I agree with you both on the level of stupid within this Administration; however, you have to atleast have some factor of intelligence to even possibly come up with an idea like this. To even come up with the plan, regardless of it working or not, would require and IQ above 65. I don't think his entire administration combined has even half that. In a nutshell, this administration is too stupid to come up with an idea that stupid.
