Why did the cop have his finger on the trigger if he didn’t intend to shoot?

Because he DID intent to shoot. Unlike you or me he will face no serious consequences for his actions. The odds of any criminal prosecution for this blatantly criminal act are basically nill, and any civil action will be born by the NYC taxpayers.

In fact, he will get some extra vacation time, or as it is called for the benefit of the proles, suspension with pay.Some time coming the police unions will discover the possibilities of this as a "job action" that works like a "sickout." If the union wants something before the contract is up and a strike would be illegal, a bunch of officers just go shoot citizens in he process of citing malfunctioning taillights or jaywalking. When enough officers are on their "suspensions with pay" the department loses the ability to function and will theoretically have to accede to the union demands.
