Based on my experience, probably pissed off contractor. Doesn't have to be a Northrop Grumman employee, there can be quite a few contractors that are involved.
You'd be surprised how many people who get upset at their bosses or companies for one reason or another, think they are being cute by clipping some wires or mysteriously "losing" some parts when putting something back together.
They know if it's discovered, it'll cost their employer some big bucks or a big headache, or both, and in two instances I'm very familiar with, they were quite certain that ultimately it would not endanger any lives. In both instances it didn't endanger anybody's lives, but only because on the military side of things, some sharp mechanics caught the problems.
Think of it as an expensive version of somebody spitting in the food at a fast food joint.
