The government builds the facilities where their production takes place (stadiums) and grants the NFL an anti trust exemption.

Your line of argument is inapposite to my original statement. You have constructed a strawman argument to try and disprove something that I never stated to begin with.
Do the NFL officials get a paycheck directly from the .gov?
Are their salaries and benefits determined through collective bargaining with the .gov?
Do they get civil service protection?
Etc. etc.
I didn’t think so.
They are not members of a public employees’ union. The AP article’s attempt to conflate the two in order to make a completely nonsensical political point about Governor Walker clearly illustrates the lack of professionalism that we have come to expect from a formerly-trusted organization.
