Islam does not. The moral system of Islam is 100% conditional.
Moral absolutes are the fundamental backbone of the world’s living religions: the one thing they all share. The lack of that one common notion removes Islam from the list.

Hey if Israel wants to target Iran, do it but make sure it is their treasury and their people that pay the total cost instead of the USA. We’ve had 11 years of war in the ME and much of it has not been primarily for defense of the USA.
When the USA defends other countries we need compensated for it times two. US families who have lost husbands, wives, sons and daughters need compensated even more generously not that it will help. Other countries need to pay instead of getting a free ride.
