I gather that there is a consulate office in Benghazi.
I would assume that the ambassador would make visits to the consulate.
Ambassadors regularly visit the consulates in their countries.
He was there, along with the Marines, to assist in evacuating other American consulate personnel, as the Consulate had come under attack.
He was obviously a hands-on guy and devoted to his fellow employees.
