These events are nothing but political theater designed to delegitimize armed citizens. They have three practical effects: They defaud ignorant poor people of valuable assets for a pittance; they increase the demand for new guns by reducing the existant supply; and they waste the police resources spent on this nonsense.
Though not as clear, they likely increase corruption by unmercifully tempting officers to take some of the best war trophies and hunting rifles and shotguns home rather than destroying items worth thousands of dollars.

People who escaped from Memphis don't want to return there. Cops from elsewhere in TN don't want to patrol there.
It has a truly terrible crime reputation. If this gets low hanging fruit out of the hands of would-be criminals, it's a good thing.
