California and Illinois have the highest gas tax per PRICE, rather than per volume sold. What's more, in Illinois anyhow, virtually any other unit of government (cities, countys, townships, etc) can (and do) add an additional sales tax piggybacked on the state sales tax. And YES, it is cents per dollar, not cents per gallon. Illinois loves high gas prices ... talk about windfall profits.

I live in Illinois just across the Mississippi from Iowa. Whenever possible, I get my gas in Iowa, as their price per gallon is anywhere between 12 to 25 cents a gallon cheaper.
This state sucks, in so many ways.
