Agree 100% If he doesn't do anything, it's a snub with maybe 10% plausible deniability about there being a screwup. But to send form letters with electric pen sigs is an offensive act. The words in that form letter may say one thing, but the meaning is "I don't care that your loved ones under my command died serving their country."
